Muafakat Nasional (MN)

The UMNO-PAS cooperation charter signed on 14 September 2019, which the two parties decided not to register, could not later register because the name was already taken at the Registrar of Societies, and which was never formally dissolved.

Who is in it

Previously, and no longer: UMNO, PAS.

Party membership of a coalition changes over time. The dates behind this are the same ones the Coalition River on the home page is drawn from.

The account

Muafakat Nasional was a charter, not a coalition in the legal sense, and the difference is the whole point of the page. On 14 September 2019, at a mass gathering in Kuala Lumpur, UMNO's Ahmad Zahid Hamidi and PAS's Abdul Hadi Awang signed a document declaring an accord between the two largest Malay-Muslim parties, framed as unifying the ummah for the wellbeing of a plural Malaysia.

It was a genuine event with real political weight — the two parties had spent decades opposing each other — but what was signed was a statement of intent between two separately registered parties.

Five months later the ground moved. The change of federal government in February and March 2020 produced Perikatan Nasional, a governing bloc built around Bersatu, and the question of what to register became live. UMNO's own published chronology says it opposed registering Perikatan Nasional as a party when Muhyiddin Yassin proposed it in June 2020, and that at a steering committee meeting on 17 June 2020 the parties agreed MN also need not be registered, and should remain a concept transcending party.

By October 2020 they had changed their minds and announced they would register MN with the Registrar of Societies before the coming general election. That did not happen, and the reason is unusually concrete: in December 2020 a PAS vice-president said the name could not be registered because someone else had already registered it. Two years later that someone turned out to be Annuar Musa, UMNO's own secretary-general at the time of the signing, who disclosed in November 2022 that he had registered an organisation called Muafakat Nasional in 2019 with himself as president — first describing it as a party, then clarifying that it was a non-governmental organisation.

Meanwhile the pact itself was being overtaken. UMNO and PAS agreed in August 2020 to invite Bersatu into MN, and sent a signed letter of invitation on 13 August. Bersatu never joined.

A pro tem committee for a Perikatan Nasional party had already been formed with Bersatu, PAS, MIC and STAR, and on 19 August 2020 PAS's secretary-general was reported saying PAS would join it. At the steering committee meeting that November, UMNO recorded its disappointment and said it respected the decision.

Nobody ever ended it:

  1. March 2022PAS's deputy president Tuan Ibrahim Tuan Man said MN still existed because neither party had declared otherwise — "There's no grave, no tombstone."
  2. September 2022Zahid said UMNO would face the general election alone, describing PAS's cooperation as shallow.
  3. June 2026Zahid put it plainly: the name is registered as an NGO by someone else, and UMNO has no plans to revive it.

MN never contested an election.

That is the shape of an unregistered pact when it fails. There is no coalition to wind up, no membership list to amend, no registration to surrender. It simply stops being invoked, while one party says it has closed the book and the other says nobody ever declared it dead.

What the sources say

The charter

The Muafakat Nasional charter was declared and signed in Kuala Lumpur on 14 September 2019, at the Himpunan Penyatuan Ummah in Dewan Merdeka, by UMNO president Ahmad Zahid Hamidi and PAS president Abdul Hadi Awang. The text was read out beforehand by UMNO secretary-general Annuar Musa and PAS secretary-general Takiyuddin Hassan.

UMNO

The charter declared the formation of a national accord carrying an agenda of unifying the ummah for the wellbeing of a plural Malaysia, and committed the two parties to strengthening it through consultation involving people of different religions, races and cultures.

UMNO

PAS's own news portal described the signing as making new history, as the two largest Malay-Muslim parties formally cooperating.

Berita PAS

Its legal status

Muafakat Nasional was never registered as a political coalition. At a Muafakat Nasional steering committee meeting on 17 June 2020, the parties agreed that MN need not be registered in the way Perikatan Nasional was, and that it should remain a concept of accord and of unifying the ummah that transcended party.

UMNO

The position changed in October 2020, when the two parties said in a joint statement that they had agreed to register Muafakat Nasional as a political entity with the Registrar of Societies in preparation for the coming general election.

The Star

That registration did not happen. In December 2020 PAS vice-president Mohd Amar Nik Abdullah said the name could not be registered because someone else had already used and registered it with the Registrar of Societies.

Sinar Harian

On 2 November 2022 Annuar Musa disclosed that he had registered an organisation named Muafakat Nasional with the Registrar of Societies in 2019, with himself as president, and clarified that it was a non-governmental organisation rather than a political party.

Bersatu, and the split with Perikatan Nasional

1 June 2020

UMNO records that it opposed registering Perikatan Nasional as a political party when Muhyiddin Yassin first proposed it on 1 June 2020, arguing that Barisan Nasional remained relevant and that Perikatan Nasional should stay a loose cooperation of the 13 parties that formed the government on 1 March 2020. PAS agreed at the 4 June 2020 steering committee meeting.

UMNO

6 August 2020

The Muafakat Nasional steering committee agreed on 6 August 2020 to invite Bersatu formally to join, and on 13 August 2020 a letter of invitation signed by both the UMNO and PAS presidents was sent to Muhyiddin Yassin. Bersatu never joined.

UMNO

19 August 2020

UMNO's account records that a pro tem committee for a Perikatan Nasional party had meanwhile been formed with Bersatu, PAS, MIC and STAR; that on 19 August 2020 PAS's secretary-general was reported as saying PAS would join the Perikatan Nasional party; and that at the Muafakat Nasional steering committee of 18 November 2020 UMNO expressed disappointment while saying it respected PAS's decision.

UMNO

How it ended

PAS deputy president Tuan Ibrahim Tuan Man said in March 2022 that Muafakat Nasional still existed because neither party had declared its dissolution: "There's no grave, no tombstone. Nobody has ever declared that MN has died."

MalaysiaNow

2 September 2022

On 2 September 2022 UMNO president Ahmad Zahid Hamidi said UMNO would proceed on its own, describing the cooperation PAS had offered as a shallow form of political cooperation that did not take account of the needs of the people.

Malay Mail

9 June 2026

On 9 June 2026 Ahmad Zahid ruled out reviving Muafakat Nasional, saying: "Muafakat Nasional has been registered as an NGO by someone. Therefore, we have absolutely no intention and no plans to revive MN."

Where accounts differ

Whether Muafakat Nasional still exists

No party has ever declared it dissolved, and PAS's deputy president said in March 2022 that its status quo was unchanged. UMNO's president said in September 2022 that UMNO would go into the general election alone, and in June 2026 that UMNO had closed the book on reviving it. The membership dates above use June 2026 for that reason, and reflect UMNO's public position rather than any recorded act.

Who is responsible for its failure

UMNO's published chronology argues that it never betrayed the charter, and that Bersatu's quiet formation of a Perikatan Nasional party — drawing in PAS and even UMNO's own Barisan Nasional partner MIC — made the invitation to join Muafakat Nasional academic. PAS's position, as stated by its deputy president, is that MN was never ended at all. These are the parties' own accounts.

The relationship between the pact and the registered society of the same name

Annuar Musa first announced that he had registered a "party" called Muafakat Nasional in 2019, then clarified hours later that it was a non-governmental organisation. Whether the society he registered was intended as a vehicle for the UMNO-PAS charter, and on what date it was registered, is not established from the reports opened.

Was Bersatu ever part of Muafakat Nasional?

No. UMNO and PAS agreed on 6 August 2020 to invite Bersatu, and sent a letter of invitation signed by both presidents on 13 August 2020, but Bersatu did not join. A pro tem committee for a Perikatan Nasional party had already been formed with Bersatu, PAS, MIC and STAR, and PAS's secretary-general was reported on 19 August 2020 as saying PAS would join it.

UMNO

Does Muafakat Nasional still exist?

The two parties describe it differently. PAS deputy president Tuan Ibrahim Tuan Man said in March 2022 that it still existed because neither party had declared its dissolution — "There's no grave, no tombstone." UMNO president Ahmad Zahid Hamidi said in September 2022 that UMNO would contest the general election alone, and in June 2026 that UMNO had no intention of reviving it.

Did Muafakat Nasional ever contest an election?

No. It was never registered, so it had no symbol or ballot identity of its own, and by the time of the 2022 general election UMNO's president had said the party would go into the contest on its own.
